Former Chief Security Officer to the late Head of State, Gen. Sani Abacha, Major Hamza Al-Mustapha, yesterday, said he would soon reveal how his boss and the acclaimed winner of June 12, 1993 presidential election, Chief Bashorun MKO Abiola, died. 

Disclosing that Abacha and Abiola’s deaths were from same source, Al-Mustapha said he would make the comprehensive revelation in his new book, Mustapha’s Memoirs, which, according to him, is still in the works. 

Al-Mustapha, who addressed journalists in Lagos yesterday, on a number of issues relating to his 15-year travails in detention, said Abiola and Abacha were very good friends before some fifth columnists caused disaffection between them. He said: “For instance, when Chief MKO Abiola was in prison, many notable Nigerians visited him. They will visit him in the morning, and when they come back to the Villa in the evening to see Abacha, they would say a different thing entirely.

“These same people would still go and tell Abiola a different thing about government. They are on video. The agencies of government have these videos evidence. “These same people told MKO Abiola never to accept any compromise or negotiations. They advised him never to come back home without his mandate. All these things are on video.

 “Of all the Yoruba leaders, only Oba Tejuosho told MKO Abiola the truth: to accept the conditional bail and go home. “Only Oba Tejuosho told MKO Abiola that Abacha was his friend, urging him to reconcile with Abacha who was ready for reconciliation. 

It was Oba Tejuosho who told MKO Abiola that he still had the goodwill and would win if he re-contests after Abacha.

 “What killed Abacha is what killed MKO Abiola. But I would reveal that after my court case, still at the Supreme Court. I would publish a book which has three volumes— the Mustapha’s Memoirs, which will tell what happened under Abacha and how he died.”

Al-Mustapha debunked insinuations that the ex-President, Jonathan, interfered with court process to facilitate his release from prisons, to enable him (Al-Mustapha) help train the ‘killer squad’ or procure Jonathan’s success in the North during the last election. 

Al-Mustapha said, ab initio, he had no case to answer but for the plots of his persecutors to see him eliminated because he stepped on their toes while he served as the Chief Security Officer to the late Head of State, adding that the appellate court acquitted him when it determined that he had no case to answer on all the charges levelled against him.

He said: “Nobody contracted me to catch 1,000 mosquitoes under the Jonathan administration, let alone human beings. I am Al-Mustapha. I have my background away from the propaganda peddled by the likes of Obasanjo.

“Obasanjo has had his day. I am doing my investigation and I have discovered so many things as to what made him (Obasanjo) make such allegation. I have it. I will release it very soon and that is why I have challenged him to an open debate. 

“Obasanjo is my senior in the force; he was a former Military Head of State, but when issues of law and rights of man are being discussed, definitely equality comes to the fore. 

“You cannot put an allegation against your junior because you are a senior, and you believe the junior would keep quiet. No, I would not. That would amount to ignorance. I am not ignorant about our laws. 

“Thank God a new government is here today, where he (Obasanjo) can bring up the issue, requesting it to investigate and, if there is any contract between Jonathan and I to catch one single mosquito, I want to say that I am guilty and want to be tried.”

President Buhari's Federal Excuses Council - Reno Omokri

I tweeted a joke which went viral. I had said that at meetings of the Federal Executive Council, the minister of information, Alhaji Lai Mohammed, would address members and say ‘turn to your neighbour and say, neighbour have you blamed Jonathan today’! 

Yes, it was a joke, but like most good jokes, it had and still has a basis in reality! 

The President and his ministers appear ill prepared for office and the evidence of this is their inability to take responsibility for the situation of things in Nigeria. 

Was it not John Burroughs who said “a man can fail many times, but he isn’t a failure until he begins to blame somebody else”?

Those words should be embossed on a plaque and placed in a very prominent location at the Council Chambers of the Presidential Villa. 

Seeing this admonition weekly may help members of the Federal Executive Council take responsibility and stop acting the victim. 

For example, Nigerians were shocked when the minister of Information, Alhaji Lai Mohammed, said in December of 2015 that the Jonathan administration, which had left office six months ago, was responsible for the biting fuel scarcity the nation was and still is grappling with. 

That statement by Mr. Lai Mohammed is a classic case of psychological projection (a psychological disorder characterized by a patient defending himself against his own unpleasant realities by denying the existence of the reality while at the same time blaming another for it).

And it gets worse. It is bad enough that this administration refuses to take responsibility for its own failures, it also wants to take credit for the success of others. 

In a treatise bothering on megalomania, the publicity and communications team of President Buhari’s office claimed the implementation of the Treasury Single Account (AKA TSA) as the major achievement of the first 365 days of the Buhari administration. 

But for a government that prides itself on anti-corruption, that statement, fraudulent as it is, is dishonest and ‘fantastically corrupt’! 

First of all, the Treasury Single Account WAS NOT an idea of the Buhari administration and secondly the present government DID NOT initiate its implementation. 

The TSA was conceived by the Jonathan administration and there was to be a staggered implementation because from an expert point of view, it was thought that if all Federal Government funds were suddenly pulled out of the commercial banking sector in one fell swoop, the shock on that sector would be so immense that it would trigger job losses and perhaps bank failures. It was thought that a gradual implementation would allow banks recover such that the baby would not be thrown out with the bath water. 

Enter the Buhari administration which, in a hurry to claim credit, did not tread with caution, but in one fell swoop forcefully withdrew all Federal Government funds with the threat of sanctions to non compliant banks. 

Rather than claim this as an achievement, this administration should chalk this one up as a big failure because in their rush to implement something that should have been gradual they have unleashed an unintended consequence on the banking sector such that Nigerian banks over the last year have shed something like 50,000 jobs. 

As a matter of fact, the pro-Buhari Leadership Newspaper had as a major headline on September 12, 2015, ‘Banks Begin Massive Sack Over Treasury Single Account’! 

Yet, even as the reality of their rushed action stares them in the face, a Presidential spokesman has the nerve to accuse former President Jonathan of lacking the will to implement the TSA! 

And the excuses continue! In order to explain away its lackluster performance, various ministers and mouthpieces of the current administration have been touring media houses blaming the precarious state of the economy on the refusal of the Jonathan administration to save for the rainy day when crude oil prices were high. 

In fact, President Buhari himself said “In the First Republic, more enduring infrastructure was built with meager resources. But in the past 16 years, we made a lot of money without planning for the rainy day.” 

But even as this administration is set on revising history, it should not be forgotten so soon that the Jonathan administration met about $6.5 billion in the Excess Crude Account, ECA, and increased it to almost $9 billion by 2012. However, the Nigerian Governors Forum, using their influence at the House of Representatives, had gotten that August body to declare the Excess Crude Account illegal in 2012. 

So excruciating was the pressure from the NGF and most notably from the then Rivers state Governor, Rotimi Amaechi, for the Jonathan administration to end the Excess Crude Account and the Sovereign Wealth Fund and instead share the funds in those accounts amongst the three tiers of government that they approached the Supreme Court, to challenge the legality of the Excess Crude Account and Jonathan’s decision to transfer $1 billion from that account to the Sovereign Wealth Fund. 

Working in tandem with Amaechi and his supporters in the NGF, the then minority APC members of the House of Representatives approached a Federal High Court on the 7th of February, 2014, for a perpetual injunction restraining the Jonathan administration from operating the ECA and to pay all the proceeds of that account into the Federation Account for sharing amongst the three tiers of government. 

So it is quite clear that President Buhari made the accusation he made on April 4th, 2016 without cross checking the facts or consulting history. If the President is not happy that more funds were not saved in the Excess Crude Account, he should call a Federal Executive Council meeting and ask members to get up and point accusing fingers at his ministers of transport and Power, Works and Housing. 

In the last 365 days, the most consistent thing that has emanated from the Federal Executive Council is blames, excuses, finger pointing and a refusal to accept responsibility. 

As at last count, the President and his ministers have excused their inability to stem the economic tide, fully defeat Boko Haram, provide jobs for Nigerians, maintain the availability of petrol, fix roads and improve power on the previous administration. 

The funniest thing is that just as the media team of the Buhari led Presidency was reeling out its achievement in office on its first anniversary, two state governors were also doing the same thing. 

The shocking thing however is that if you get the list of achievements released by Rivers state Governor, Nyesom Wike and Lagos state Governor, Akinwunmi Ambode, and compare them with what has been released by the Presidency, the shocking verdict is that in terms of tangible achievements, like roads built and houses constructed and public infrastructure, both of these states have individually outperformed the Federal Government! 

Do not take my word for it. Google their released anniversary documents and compare and contrast them by yourself. Ignore such silly and intangible achievements included in the Presidential list like ‘motivated the military’ and ‘no more road blocks and curfews’ (believe me, the President’s team listed these as his achievements!) and focus on tangibles like roads constructed or hospitals built etc and it becomes clear to even the most brainwashed Buhari supporter that both Lagos and Rivers individually beat the Federal Government hands down. 

Both Wike and Ambode took over from predecessors that did not really support them and who left huge debts and a high monthly wage bill, yet despite these seeming obstacles, both of them have proven the adage true that you will either find a way or you will find an excuse. 

And for those who are saying that it is not realistic to expect a new government to achieve much, let me remind them that in his first year in office, former President Jonathan did not deliver excuses or blames. 

In fact in his first year, former President Jonathan revived the Nigerian Railway Corporation and for the first time in decades the Lagos to Kano rail services commenced in 2012 at a cost of ₦1500. He also built nine new universities including the only federal university in Katsina state where President Buhari hails from. Inflation reduced from 10.2% to 9.4% in his first year and remained at single digits throughout his tenure. Average Life Expectancy increased from 47 years to 52 years (according to the UN). In the same period he also launched the NigeriaSat-2 and NigeriaSat-X satellites to expand Internet Bandwidth and provide early warning to prevent natural disasters as well established the Automotive Development Fund amongst others. 

Many Nigerians must be wondering that if the Jonathan administration was as bad as the Buhari government says it is, then how come he had to leave office before they started experiencing double digit inflation, negative economic growth rate and ‘budget padding’? 

In conclusion, the word ‘execute’ means to carry out or put into effect something. When you have a body of men and women who are not carrying out anything, it is hard to see how you can honestly call them a Federal Executive Council. What are they executing? Put it this way, are you an executive if all you do is execute excuses?

To the Nigeria military, why are you looking for soft targets? If you are looking for the Avengers you know how to find us. Don’t deceive your President. Information gathered by the Intelligence unit of the Niger Delta Avengers revealed that Oil Marine Services (OMS) whose Chairman and CEO is Capt. Okunbor Idahosa also known, as Capt. Hosa is the company Nigerian Government awarded the Pipeline surveillance contract to spanning from Escravos to Lokoja. The said Capt. Hosa bribed the Brigade Commander Benin (Brig. Gen. Faruk Yahaya) alongside the Officer Commanding Army Gunboat, JTF (Major. M. B. Yahaya) with the sum of two hundred and fifty million naira (250,000,000) in collaboration with one Ayiri Emami to destroy Gbaramatu Kingdom in the guise of looking for the Niger Delta Avengers.

The question is, why the innocent people of Gbaramatu, why the innocent pregnant women, why unleash terror on the aged people of Gbaramatu, Capt. Hosa, Major Yahaya, Ayiri and Brid. Gen Faruk must you waste all these innocent blood just to secure the pipeline surveillance job? Why making the innocent people of Gbaramatu suffer? This act of the Nigerian Army to us is the greatest act of cowardice. This fight we believe is against the Avengers and not the innocent villagers of Gbaramatu Kingdom.

Where is the International Community and the United Nations when all these unspeakable injustice, is served the people of Gbaramatu Kingdom by the very unprofessional Nigerian Military? Are they not aware of the raping of young girls, looting and destruction of properties by the Nigeria military in Gbaranmatu kingdom?

As for you Tompolo, what do you have to say about the horrible treatment meted your people by Nigerian Military, are you still going to call the Niger Delta Avengers criminals, are you still going to take side with the Nigeria Government against your people? What happened to you (Tompolo)? We respect the love you have for your people the Niger Delta. What is really happening to you when the likes of Mr Ayiri, Capt Hosa and Co are unleashing this kind of atrocities on your people, has the wealth you acquire made you soft that you don’t know what to do anymore?

The Nigerian Military cannot intimidate us by harassing innocent Niger Deltans. Gbaramatu is just one kingdom in Delta State. The Niger Delta is made up of seven States, it is therefore very funny to lure us to halt our well-planned line of actions that will shock the whole world by harassing innocent villagers.

To you Capt. Hosa the new pipeline protector; the intelligence unit of the Avengers has your full data, we know where all your assets are located and that most of your businesses are in the Niger Delta. For this single act of injustice against the innocent people of Gbaramatu you, your wife and entire family will suffer.

To Major M.B. Yahaya, we are sure you have not seen real combat before; how did you rose to the rank of a Major this is to show that Nigerian Military is finished if it to depend on people like you. You are only good at harassing innocent women and children in the name of looking for the Niger Delta Avengers. We are not surprised because all Nigerian Military are corrupt. Be assured that we are making this fight personal with you as we shall make your life a living hell. Can anyone tell the difference between Major MB Yahaya, Brig. Gen Faruk Yahaya and Boko Haram? We are asking because we cannot spot any difference.

Is the Nigeria military now a hired gun for the rich? The Amnesty International should take note of these officers who authorized the harassing of the innocent people of Gbaranmatu.

To the International Oil Companies and Indigenous Oil Companies, it’s going to be bloody this time around. Your facilities and personnel will bear the brunt of our fury, which shall fall upon you like a whirling wind.

We Were Saying Rubbish During The Campaign" - President Buhari.

President Muhammadu Buhari says his party didn't know what they were getting into before making so much promises to Nigerians, and as such made life difficult for themselves with the high expectations from Nigerians because of the long list of promises made. He said his party identified only three major items...Security, Economy and Corruption.

Speaking on Monday when he hosted state house correspondents at the presidential villa in Abuja, Buhari said he and his cabinet members have been doing their best to deliver the change which the All Progressives Congress (APC) promised Nigerians during the electioneering campaign.

The president described his ministers as hardworking, saying they toil day and night to ensure that his administration succeeds.

“One of the men I pity is Lai Mohammed. Everyday he is on TV explaining our performance or lack of it,” he said.

“The ministers sit down day and night to work. Some of them have literarily lost weight because they were sleeping less and eating less (while working on the budget). They were working on every kobo to be spent.

“We recently just found out that we are poor because we don’t have anything to fall back to. This is the condition we found ourselves and this change mantra had to go through hell up till yesterday.

“And for you to talk to whoever came to visit us throughout that year, I wonder how each of your diaries would be, because people were expecting this change mantra in their own way.

“How do you define change? Luckily our party identified three major items, security, economy and corruption.”

The president spoke on why he reduced the number of ministries from 42 to 24. He also revealed that some of the permanent secretaries were disengaged because of lack of commitment.

Buhari added that there is a possibility of the economy recovering in the last quarter of the year.

“When we came there were 42 ministries we cut it to 24. We had to do it on our own because we found out that government could not continue with 42 ministers and the paraphernalia of office so we cut it down to 24,” he said.

“I underrated the influence of the PDP for 16 years watching from outside. The experience of the staff, their commitment and zeal is different from what it is now compared to when I was in government. Sixteen years of development in the life of a developing nation is a long time.

“Most of the permanent secretaries were sent out because it was time for some of them to go and for others for one thing or the other. Because were not part of those 16 years this is where we found ourselves and this is no joke.

“We had to cut down half the number of permanent secretaries and then do some cross postings. The permanent secretaries that were there for the past five, seven, 15 years the only thing that they know is how things were done in the previous years. Whatever we did in the campaign, in fact we were saying rubbish and that made it very difficult for us.

“Things were even more difficult during the budget which you all know about. For somebody like me, for the first time I heard what is called padding.

“I think we will recover by the fourth quarter of the year, what padding means especially for ministers who had implement what padding contains. There were very serious developments which I never knew about.”

LNG Price Slumps By Over 50%.

The plummeting prices of crude oil have taken a toll on the price of Liquefied Natural Gas (LNG) in the international market as the latter also slumped by over 50 per cent due to the correlation between the prices of the two products, THISDAY has learnt.

THISDAY gathered that LNG buyers in Europe, who use to pay $9 per unit of LNG, now pay $5 or $6 per unit, after the price of crude dropped from $115 per barrel in June 2014 to less than $50 per barrel in May 2016.



It was also learnt that Asian LNG buyers that used to pay $15 per unit of LNG, now pay about $6 per unit because of the corresponding drop in the prices of crude oil.

The Managing Director and Chief Executive Officer of Nigeria LNG Limited, Mr. Babs Omotowa, who confirmed the drop in LNG price, told THISDAY in an exclusive interview that the gas prices were affected by the global slump in oil prices because gas prices were linked to oil price, as both were energy sources.

Omotowa revealed that there was a 70 per cent correlation in the price of oil and the price of gas.

“So, when you look at NLNG’s Facts and Figures publication, which we released a few weeks ago, even the revenue of 2015 was 40 per cent lower than 2014 and even this year, our revenue will even be lower than in 2015. So, the gas market has seen a big drop. This year, for example, in Asia where we use to get up to $15 per unit of gas, we get today about $5-$6. In Europe where we used to get $9 per unit, we get about $5 -$6. So, the price of gas has also come down; revenues have dropped,” he explained.

“But we are working very hard to make sure that we still remain profitable. We are working hard to make sure we find new opportunity areas; higher value markets and we are also making sure that we drive operational efficiencies and we are reducing our costs so that we can still be profitable and continue to return good revenues to the coffers of the government and our shareholders,” he added.

Omotowa added that based on the support of President Muhammadu Buhari and the Minister of State for Petroleum, Dr. Ibe Kachikwu, NLNG’s shareholders hope to take the Final Investment Decision (FID) for the Train 7 before the end of the tenure of this administration on May 29, 2019.

“In 2008, we were ready to take the Final Investment Decision (FID). But due to some discussions at that time around other priorities, especially from the federal government side, the FID could not be taken at that time. What that has meant is that overtime, the contracts that should have been put in place – the bids have all elapsed. So, we have to go back to the starting block,” he said.

He said the shareholders were currently on ‘the basis for design stage’ of the project, adding that the next stage would be the Front End Engineering Design (FEED) before the shareholders would move into tendering for the activities- engineering procurement and construction (EPC).

“That will enable us take the FID. We are working hard because we have so much support now from the government. Both the President and the Minister of State for Petroleum are very supportive and we want to take FID during this administration. Having said that, the current low price of oil, of course, makes it more challenging. So, we also have to work at reducing the cost of the project. We are very determined and we are making all the progress now to take this FID during this administration,” Omotowa explained.

He debunked insinuations that Nigeria does not have sufficient gas to meet the needs of LNG projects, saying that the country has much more than enough gas as one of the top 10 countries in the world with gas reserves.

According to him, Nigeria has over 180 trillion cubic feet of proven gas reserves, while only 30 trillion cubic feet would be required by NLNG for 25 years.

“It is known by analysis that Nigeria has about 600 trillion cubic feet of gas. Just to give you an idea; out of the 180 TCF of gas that we have, the whole requirement of NLNG for 25 years will be less than 30 TCF. So, it is small when you think of 30 out of 180 or 30 out of 600; it is not much. So, Nigeria has more than enough gas for export; for domestic power and for petrochemical,” he added.

THE Joint Task Force (JTF) has given ultimatum to the residents of Ijaw communities to produce High Chief Government Ekpemupolo alias Tompolo.



They equally insisted that militants bombing oil and gas installations in Delta and Bayelsa states must be fished out.


The ultimatum, the aftermath of weekend search for more militants must have informed why the residents were said to have fled into the bush under a down pour when the military invaded the communities.


Confirming the development, an Ijaw community leader and Chairman of Kokodiagbene Town Union, Comrade Sheriff Mulade, who spoke from Kokodiagbene, said that passengers’ boats were impounded and thoroughly searched.


“As we are talking, no boat is coming in or going out. They have barred the people of Oporoza from fishing activities. The people cannot go out to get anything; they are intimidating the villagers that they must produce Avengers (Niger Delta Avengers) and Tompolo.


“Meanwhile, all the students, children and women are in the forest and there is a deliberate blockage of the waterways and food shortage is on the increase, military approach is not the best option; dialogue is the way.


“Any nation that continues years after years to spend more money on military defence rather than programmes of social upliftment is approaching a spiritual doom,” he said.


He appealed to President Muhammadu Buhari to withdraw the military from Oporoza community and position them in a strategic locations to prevent the Niger Delta Avengers from further vandalism of pipeline and oil installation.


“The communities are deserted as more troops have been deployed to Oporoza and the surrounding hamlets, creating fears in the people,” Comrade Sheriff said.


“We welcome the military because of the activities of NDA and pirates. We believe the military will stem the tide of the activities, but the humiliation and intimidation of innocent citizens is unacceptable and unconstitutional.”


He added, “The NDA do not reside in Gbaramatu. They have adopted guerilla tactics to perpetrate their evil acts. The people are living in abject poverty and the Nigerian state should not add more hardship on them.

A 49-year-old man, Jafaru Sougie, pictured below, allegedly killed his wife of 26 years yesterday at Araromi Street in Oshodi area of Lagos State.

Jafaru reportedly slit his wife’s throat with a knife around 2am but she was discovered dead at 4am by one of their children named Richmond and his aunt who raised the alarm.

The suspect poisoned himself thereafter and was vomiting in the bathroom when Richmond woke up.

The Edo State indigene was reportedly rescued from a mob by policemen from the Akinpelu division and was rushed to a hospital while the wife’s corpse was deposited in a morgue.

Forty-six-year-old Roseline sold frozen foods in the Ijora area and was said to be the breadwinner of
the family as the killer husband was jobless.

Saturday PUNCH gathered that Jafaru had serially assaulted Roseline on the grounds of being unfaithful. Apart from the infidelity allegation, he reportedly beat the mother of five children for collecting gifts from her relatives for the upkeep of the family.

Richmond, 16, said that he could not explain what came over his father to have committed the act, saying he started behaving strangely afterwards.

He said:
“My three siblings, our aunt and I slept in the living room while dad and mum were inside. Around 4am, dad called me from the bathroom. I went to meet him but he did not say anything. I went outside to urinate and when I came back, I checked the bathroom and saw him lying down, vomiting some black substance and excreting on his body. I think he poisoned himself. I told my aunt to wake mum up to attend to him. But she didn’t wake up.
“I shone a flashlight on her and saw blood on the bed with a wide cut in her neck. I fainted when we discovered she was dead. We later asked dad how it happened, he said somebody entered and did it whereas the compound gate is always locked in the night.
“It was mum that took care of us. She was the one sponsoring my elder brother, Collins, who just gained admission into a university in Abia State. I don’t know our fate now.
“The landlord of our former rented house on Michael Street sent us out because dad always quarrelled with mum. We were also sent away from Banjoko Street for the same reason.”
The aunt, Veronica Imomoh, who confirmed the assault, said she was surprised the woman did not scream during the attack.

She added:
“Our family had warned him to stop beating her. He didn’t have any work and she was the one feeding him and paying the rent. Anytime she collected gifts from her relatives, he quarrelled with her. He would accuse her of sleeping with men and beat her up. There was a time he took her to our village in Edo State to swear whether she was cheating on him or not and she did.
“Yesterday (Thursday) he demanded N10,000 from the wife, saying he wanted to travel. She was trying to raise the money from her friends. But I don’t know whether that was the immediate cause of the incident.”
A neighbour, Simeon Nnoron, said he had tried to prevail over Jafaru to stop assaulting the deceased to no avail, adding that he suspected he was on drug and wanted to use the woman for rituals.

Roselin’s elder sister, Mrs. Kate Yakubu, said she had wanted to divorce the husband two years ago but was enjoined to rescind the decision.

She said:
“They fought two years ago because he wanted her to stop selling the frozen foods. During the argument, he held her in the neck and removed strands of hair from her head with his teeth. She left the house for a week to live with his brother in Masasa. She wanted to quit the marriage but we begged her not to because of the children. There was a time he said he smelt sperm in her pants after she returned from Seme where she normally bought goods.”
The Deputy spokesperson, Lagos State Police Command, DSP Damasus Ozoani, said the suspect had been transferred to the State Criminal Investigation Department for further investigation.
“It was a murder case and the husband was suspected to be under the influence of drug. The case has been transferred to the SCID and investigation has commenced,” he said.

Ogoni Traditional Rulers Kick as Army Arrests Paramount Ruler, Gbaranee

Soldiers from the 2 Brigade Nigerian Army, Port Harcourt, stationed in Bori, Rivers State, have arrested the paramount ruler of Yeghe community in Ogoniland, Barinaadaa Gbaranee.

Yeghe community, in Gokana Local Government Area of Rivers State has been a hot spot of army operations since they invaded the community in February in search of ex-agitator, Solomon Ndigbara, whom the military has since declared wanted.

Not less than 20 persons were allegedly killed in the military operation even though the army said nobody was killed.

The Assistant Director of Army Public Relations, 2 Brigade Nigerian Army, Port Harcourt, Capt. Eli Lazarus, confirmed the arrest of the Ogoni traditional ruler.

He however said the army “invited”Gbaranee for questioning concerning an investigation it was carrying out.

In a text message on Tuesday, Lazarus said, “The paramount ruler of Yeghe community, HRH Barinadaa Gbaranee, was invited by 2 Brigade Nigerian Army in connection with an on-going investigation that relates to security within his domain. I assure you that he will return to his community as soon as investigation is completed.”

In the meantime, the Council of Ogoni Traditional Rulers (COTRA) has condemned Gbaraanee’s “abduction” and called for his immediate release.

The Chairman of COTRA, King Suanu Baridam, in a statement issued yesterday said, “We consider the abduction of Chief T.D. Gbaranee a desecration of the highly respected traditional institution and strongly reject the humiliation of an Ogoni traditional stool by the Army.

Buhari’s Achievements In First Year In Office - Presidency

The presidency has listed the achievements of President Muhammadu Buhari as he clocks one year in office.
A statement released Friday night disclosed that: “The relocation of the Nigerian Military Command Centre to Maiduguri, since May 2015, contributed to the success in the fight against insurgency in the North Eastern part of the country.”

•As at February 2016, the total number of persons rescued by the Nigerian troops during the ongoing operations in the North East came to 11,595

•Since December 2015, the well-motivated and rejuvenated Nigerian Military have regained all Nigerian territories previously under Boko Haram control.

•Prioritized regional cooperation in the fight against Boko Haram insurgency and violent extremism, through the operations of the 8,500 strong Multi-National Joint Task Force in N’Djamena, the capital of Chad, currently headed by a Nigeria military general.

•Nigeria has provided $21million USD to the Task Force since June 2015 and is committed to an additional $79 million USD, bringing the total of Nigeria’s commitment to the Task Force to 100 million USD.

•Cohesive international support in the fight against terrorism and assistance to victims and communities affected by terrorism, following President Buhari’s meeting with G7 leaders and other world powers.

•In May 2016, Nigeria hosted a Regional Security Summit to boost military operations against Boko Haram and forge a global support for the rehabilitation of the IDPs and rebuilding of the North East.

•In June 2015, the United States announced a 5-million-dollar support for the fight against the terrorists in the sub-region.

• In April 2016, during the visit to Ms Samantha Power, the U.S Ambassador to the UN to Nigeria, Cameroon and Chad, the U.S Government further announced an additional $40 million USD for humanitarian assistance in the sub-region

•Recruitment of additional 10,000 persons into the Nigeria Police Force is ongoing. The recruitment will address the manpower gap which currently exists in the Nigeria Police

•Overhaul of the dysfunctional topmost hierarchy of the Nigerian military which resulted in optimal result and degradation of the Boko Haram elements.

•Was able to bring back our hitherto military allies; which saw the United States and UK governments commit their resources to the fight against the insurgents after previously backing out of negotiations with the previous administration. The Israeli government has also indicated interest in the fight against insurgency.

•Introduction of the motor cycle battalion (This is so that the Nigerian Army can travel to remote areas that were not accessible to cars/trucks)

•Realigned our partnership with regional allies by embarking on foreign visits which resulted in bilateral and multilateral agreements to tackle insecurity back home.

•No more roadblocks and curfews, which normally impeded free flow of movement.

•Continuous monitoring of activities in the region of war through the use of satellite images and geographical information system is helping in fighting insurgency and strategizing against the enemy.

•The trips to our neighbouring countries showed the resolve of the President to push Boko Haram elements out of existence by going for the jugular of the group, cutting their arms, food supply routes. Support has thus been mobilized through the Multinational Joint Task Force.


•Another major stride is the Trans National Organized Crime (TNOC) where the president gt partnership with regional allies in the fight against the proliferation of Small Arms and Light Weapons.

•As part of the reconfigured military partnership, the United States donated 24 mine-resistant armoured vehicles (MRAP) which had protected the Nigerian troops from the menace of Improvised Explosive Devices. Today we have less causalities.

• Reached out to the G7 countries and achieved the following: intelligence sharing; technical military training; arms deals/donations


•Overhauling of NIMASA. A reversed policy of the past administration where national infrastructural assets were given to militia leaders to protect as against established bodies like the Nigerian Navy was stopped.


•The President Buhari government has drafted the army to partner with other security agencies in ensuring the security of our national infrastructure and this is already yielding the desired results.


•A major ring of pipeline vandals in Lagos state were captured recently in a joint operation by security forces led by the army.
•The government has renewed its fight against oil bunkering

•The Nigerian Navy has recorded tremendous success lately in apprehending vessels used by oil thieves. This operation has improved security on our water ways and it has also helped improve the revenue of government.

•Deployment of sophisticated weapons to ensure vandalism is contained by setting up a pipeline security force in stamping out the menace.

•Effective Management of the Separatist Biafran Movement
•Improving the technical capacity of Nigerian Police Force. We now have a forensic lab and GSM tracking device. We now have a more IT integrated Police force.
•Restructuring of Nigerian Immigration to stop cross border crimes.

•NSCDC has become more proactive in the prevention of pipeline vandalization, with arrest of several pipeline vandals.

•Joint operations involving various security outfits in curbing the menace of the herdsmen in the country has been set up.

•The use of surveys and updated mappings across the country as strategies for preventing threats among ethnic groups in Nigeria.

CORRUPTION

•Right from the moment he won the Presidential Election in 2015, the impression of the President as a ‘‘no nonsense and incorruptible leader’’ sent a signal to looters of public funds, with many of them returning funds that had been stolen under the previous administration.

•To create a frame work for prosecuting the war against corruption and institutionalize probity, President Buhari set up an Advisory Committee on War Against Corruption.

• The anti-corruption battle is gaining ground with several high profile cases already in the courts. The administration is being guided by the rule of law in the prosecution of corruption cases.

• President Buhari enlisted the support of multilateral institutions like the World Bank and IMF, security agencies, Western countries and other friendly nations to locate and repatriate stolen assets.

• At a London summit on anti-corruption, President Buhari announced that Nigeria will begin the full implementation of the principles of the OPEN contracting data standards.

•In the first quarter of 2016, President Buhari embarked on trips to the Middle East to sensitize the governments on the need to repatriate stolen assets and hand over the looters for trial in Nigeria. In January, Nigeria and UAE signed Judicial Agreements on Extradition, Transfer of Sentenced Persons, Mutual Legal Assistance on Criminal Matters.

•In March 2016, the Federal Government and the Swiss Government signed a Letter of Intent On the Restitution of Illegally-Acquired Assets forfeited in Switzerland. Under the agreement, Switzerland will repatriate $ 321 million USD illicitly acquired by the Gen. Sani Abacha family.

•In March 2016, the Presidential Committee set up to probe contracts awarded by the Office of the National Security Adviser (ONSA) from 2011 to 2015 announced the recovery of over N7 billion from indicted companies and individuals.

ECONOMY

• Implementation of the Treasury Single Account (TSA) has provided greater visibility of government revenues and cash flows. Between June 2015 and April 2016, the Federal Government TSA collection clocked N3trillion.

•To further instill fiscal discipline, President Buhari directed the closure of all multiple accounts in Ministries, Departments and Agencies of government, thereby plugging loopholes for leakages with new technology.


• The opaque accounting structure of the NNPC has been reconstructed to be more transparent with the closure of more than 40 accounts. As a corporate entity, NNPC is now accountable and more transparent in operations, publishing its monthly financial reports.

• The President also resolved the lingering shadowy oil swap deals that had cost the country billions of dollars and left it at the mercy of a few rich Nigerians.

•To alleviate the suffering of Nigerians in September 2015, President Buhari directed the Central Bank of Nigeria to disburse N689.5 billion as bailout to 27 states of the federation to pay salaries.

•To stimulate the economy and reduce poverty, in April, 2016, President Buhari approved deferment in the payment of the bailout as states were still reeling under the burden of the fall in commodity prices.

•Records of more than 34,000 ghost workers draining the nation’s resources were expunged from the Federal Civil Service, saving N2.29 billion monthly.

•In 2015, President Buhari ruled out the appointment of a government delegation for pilgrimage to Saudi Arabia. By this decision, the government saved about one million U.S dollars and N30m of local expenses

•Enforcement of the Bank Verification Number: Also the BVN has ensured that the menace of “ghost workers” are being identified and dealt with, while looters with multiple accounts can no longer hide their loot undetected.

•Social Protection: Groundwork for social intervention/palliatives for the poor is being put in place as data is being collated by the economic planning office of the VP in conjunction with the World Bank.

•Reorganization/restructuring of the Nigerian National Petroleum Corporation (NNPC) into a focused, accountable and transparent institution with autonomous Units (Upstream; Downstream, Gas & Power; Refineries; Ventures and lean Group Headquarters)

•Reduction of operational deficits in NNPC by over 50% as at March 2016 as a result of Increased Transparency and Commercial focus

•Conduct of NNPC outstanding Annual Audits from 2011 to 2014, and the publication of Monthly Financial and Operations Reports to ensure transparency

•Introduction of third party financing in order to eliminate direct funding of cash calls by the Federal Government

•Renegotiation of existing service contracts under Joint Venture and Production sharing contracts (PSC) Operations by about 30% leading to operational efficiency improvements and cost reductions

•Elimination of the Offshore Processing Agreement (OPA) through the introduction of the Direct Sales and Direct Purchase (DSDP) scheme with reputable off-shore refineries thereby yielding annual savings of US$1 billion

•Resuscitation of Port Harcourt, Warri and Kaduna Refineries presently producing about 7 million litres of products per/day

•Repair of products pipe lines and the resuscitation of supply of products from Atlas Cove-Mosimi- Ibadan- Ilorin after a six year lull

•Repairs of Escravos/ Warri and Bonny/Port Harcourt crude oil pipe lines

•Introduction of a Price Modulation framework for downstream petroleum product pricing to encourage responsiveness to market dynamics

•Guided deregulation of the downstream sector to allow market forces determine product price and eliminate subsidy payments

•Introduction of the initiative on refinery co-location to increase domestic refining capacity and minimize the drain on scarce foreign exchange for product importation

•Commenced policy reforms for gas monetization, flare out and infrastructure development, to fast track power supply and economic diversification.

POWER

•Under President Buhari, the Federal Government agreed to a 50 million Euro (about N11.15 billion) loan agreement with French government for capacity-building and upgrade of power training facilities in Nigeria.

•Nigeria signed a $237 million agreement with World Bank to improve power.

•Chinese solar power manufacturers agreed with the Federal Government to set up solar panel manufacturing business in Nigeria.

•President Buhari has signed an agreement with the Chinese government to improve Nigeria’s power infrastructure

ENVIRONMENT

•Presidential approval for the Implementation of United Nations Environmental Programme (UNEP) report 2010 for the clean-up of Ogoniland with regards to oil pollution and inclusion of stakeholders in the process of implementation.

•Continuation of the implementation of the Great Green Wall project to fight and contain desertification in Northern Nigeria initiated by past administration.

JUDICIARY

•Since assumption of office, President Buhari has maintained a clear stance on the rule of law and respect for separation of
powers.

•The President has focused on the strengthening of institutions with key appointment of professionals.
•Appointment of 30 new Federal High Court Justices

•On assumption of office, the President undertook some foreign trips both within and outside Africa to re-establish Nigeria’s position in the global arena and solicit support for Nigeria and Africa.
